RSM City Councilman Tony Beall Has Lost It

I don’t use the word “delusional” lightly, but something is clearly wrong with Councilman L. Anthony (Tony) Beall. He has a paranoid obsession with me in particular and also with his wife’s former employer Assemblyman Brough, is disturbing. The idea that this man has held the reigns of power in RSM for 15 years is even more disturbing. The fact that he uses his position of authority to attack others when they don’t fall into line is the most disturbing of all, but at least we have the ability to audit some of his actions through public records requests and that is why he is currently under an FPPC investigation and has been updating his campaign finance 460 forms, this leads me to some current speculation, which I’ll share before we get into the latest craziness from Beall. Tony is so obsessed with me that at the December 11, 2019 city council meeting he requested I be removed from the Community Development Block Grant committee where I have served the past 2 years in helping to allocate grant funds. It had nothing to do with my work on the committee, it had to do with his personal animus towards me in this paranoid delusion he is living in. You can hear the audio on YouTube.

So far the Beall’s (Tony and his wife Jennifer) stuck with early speculation and did not file to run for the Republican Central Committee again. Beall also claims he will not run again for city council in 2020, which we won’t know for sure until August 2020, however, my contacts in the Republican party here in Orange County have told me a few things that track with my analysis of their behavior. Currently, Jennifer Beall is the architect behind the Assembly campaign for current Laguna Niguel mayor Laurie Davies (who has major issues that we will cover later). The Beall’s keep getting burnt from public records requests where their activities have to remain largely public.

The Beall’s want to stay in power, but being officially in power is just too much trouble now with all that reporting and public access to their records. So they are getting out of elected office so they can operate as enforcers and kingmakers behind the scenes, and this is where the trouble comes in. Right now they are working on plans to oust OC GOP chair Fred Whitaker from his position and install their own puppet that will allow them to largely control how money flows to candidates, which means they can control who is a candidate. If they are successful in their current plan, it means we will be dealing with a Clinton style power couple behind the scenes that are only interested in fattening their own purse and wielding power. The way to stop their plans is to vote in people at the county and party level, that means Board of Supervisors and Republican Central Committee in addition to city council candidates, that have no association with them and don’t want to be anywhere near them. They only have power if people allow them to have power.

Now with that rather long preamble out of the way, let’s look at how Beall has responded to the Recall petition that was served to him and his response to his FPPC complaint

He never addresses the points in the recall at all in his response, the content of which reads:

The conduct and actions of L. Anthony Beall in his association with entities and organizations that do not serve in the best interest of the residents of Rancho Santa Margarita deem it necessary for residents to seek his removal. His activities appear to be in conflict with businesses and the public, in general, and are having an adverse effect on this and neighboring communities. Having been on the city council since 2004, his apparent deception has prompted the public to demand a change. He twice voted against term limits. He has voted against displaying “In God We Trust” in city council chambers. He abuses the authority of his office to both libel and slander private citizens from the dais. Mr. Beall has not been forthright with regard to city pensions and benefits, directly contradicting the information readily available on the city website. He supports problematic development deals in Dove Canyon Plaza which by his actions indicate a potential financial incentive to either himself, his friends and associates or both.”

His response reads:

What is this mystery $10,000 he mentions? I asked the city and got this response:

Do you know how he avoids the $200,000 cost (which is grossly exaggerated)? He can resign since he isn’t going to run for re-election again. Why doesn’t that occur to him? Also, the city has a $20 million surplus as he likes to brag about, so why would anything get suspended? Should democracy not happen because he refuses to leave office? A recall requires 5,700 valid signatures, so if that many people want him recalled, that’s where the expense comes in, but now suddenly the cost matters to him. He also continues to spread lies about Assemblyman Brough, which is all part of the smear campaign his wife put together for her client Mayor Davies. There are no valid complaints against Brough, the 2 that were looked into were dismissed and he maintains nothing ever happened, and given that none of the allegations are serious to begin with, the fact that two were dismissed after being looked into years ago means there is nothing there and Beall is just upset over Broughs toll road bill. Given the ferocity of Beall’s reaction to it, it would seem he has some sort of vested interest.

In Beall’s response to the FPPC complaint and investigation, he opens his letter mostly going after me and making wild assumptions and accusations. I’ll say it again, I wasn’t involved in the FPPC complaint and I don’t know who was and I filed a letter with the FPPC asking that my statement be added to the file. To wrap up, I’ll leave you with his FPPC response and the letter I sent to be added to his file. Tony Beall has lost it!
